A Community Member With Pedestrian Traffic Suggestions!

In Australia , on all roads all cars drive on the left hand side of the road, which organizes traffic to flow into one direction in opposite ways. In Mount Druitt, we have a community member that has a suggestion for community members within Mount Druitt and maybe beyond this.
The idea is that community members walk as pedestrians on the left side of footpaths, heading straight ahead, similar to road rules. So people would walk left of the middle broken lines. This would get pedestrian traffic organised. My only feedback is that if this statute as law, then will there be pedestrian traffic police?
