The proposed increase is to help fund renewing infrastructure such as roads, footpaths, bridges, drainage and storm water assets, parks and playing fields, and council buildings such as libraries and community centres.
Under the proposal, residential rates will increase by 5.3 per cent for the 2014/15 financial year, an additional 3 per cent more than the announced rate rise allowed of 2.3 per cent.
