Blacktown City Council - Planning For Blacktown City's Future - Local Strategic Planning Statement - Have Your Say

Blacktown City Council is inviting you to have your say on the Local Strategic Planning Statement (LSPS) that will shape the city into the future.

The draft LSPS is now on public exhibition and sets out a 20-year vision for the future of Blacktown City and how we plan to optimise growth sustainably to enhance our environment, provide more economic opportunities, better services and connections and the right amount and mix of housing.

The Blacktown City draft LSPS will be on public display and available for comment from Monday 9 September until Friday 11 October 2019 at the Blacktown Administration Centre, at Blacktown Libraries and online. The Warrick Lane precinct is a key element of Blacktown City’s future planning.

Blacktown City Council - Media Release - Planning For Blacktown City’s Future - Have Your Say

Blacktown City Council is inviting residents, interest groups and businesses to have their say in the planning that will shape the city into the future.

Council has prepared a draft Local Strategic Planning Statement that sets out how Council will manage growth and development of the City to 2036 and beyond.

Blacktown City Mayor Stephen Bali MP said: “Blacktown has experienced sustained growth since the 1960s, developing into a vibrant, dynamic and multicultural city.

“By 2036 our population will exceed 550,000 and our regional economic activity will exceed $26 billion.

“The Local Strategic Planning Statement outlines how we will manage this continued growth sustainably over a 20-year period, working with the community, business and NSW and federal governments.

“We want to make sure that the development and expansion of Blacktown City is controlled, environmentally sustainable and underpinned by the world’s best practice planning,” Mayor Bali said.

The LSPS is consistent with the NSW Government’s strategies for Greater Sydney, the Greater Sydney Region Plan and the Central City District Plan. It builds on the community feedback Council received when it prepared the Blacktown Community Strategic Plan: Our Blacktown 2036.

The LSPS provides the basis for Council to plan for local changes such as new and diverse housing or better transport connectivity.

The LSPS also outlines the characteristics, diversity and growth of the City’s population as well as the local environment and amenity.

The Local Strategic Planning Statement gives Council the ability to translate NSW and federal government plans into local plans for Blacktown City.

“This Planning Statement supports Council’s vision of a planned Blacktown City of sustainable growth, supported by essential infrastructure, efficient transport, a prosperous economy and equitable access to a vibrant lifestyle,” Mayor Bali said.

“The LSPS will enhance our ability to plan effectively to provide Council with the necessary planning tools to achieve our shared vision of a diverse, dynamic, progressive City of Excellence.

“Council has now released the draft Local Strategic Planning Statement for public comment and I invite any residents, interest groups and business that have an interest in the future of our city to have their say.” Mayor Bali.

The Blacktown City draft Local Strategic Planning Statement will be on public display and available for comment from 9 September until 11 October 2019 at the Blacktown Civic Centre, at Blacktown Libraries and online at: www.blacktown.nsw.gov.au.

The Warrick Lane precinct is a key element of Blacktown City’s future planning.

Blacktown City Council is inviting residents and businesses

to have their say on the best way for Council to 

communicate and engage with the community.

Blacktown City Mayor Stephen Bali MP said: “Council is 

transforming Blacktown into a diverse, dynamic and 

progressive ‘City of Excellence’ and it is vital that we have 

the best policies and strategies in place to engage the 

community in this exciting journey.

“It is also of vital importance that the community can have a 

say in the planning and development approval process.

“Council currently engages with the community in a number 

of ways including newsletters, community forums, Council’s 

website, social media and local advertising.

“Council is determined to make sure our engagement and 

communications with the community is of the highest 

standard,” Mayor Bali said.

Blacktown City Council has developed a new set of 

Community Engagement policies and plans and is inviting 

feedback from residents, community groups and local 

businesses.

Council is inviting public comment on the following 

documents:

·         Draft Community Engagement Policy – Council 

will engage with local communities and key stakeholders to understand their needs and aspirations and to ensure Council’s plans, programs and services reflect these effectively.

·         Draft Community Engagement Strategy - an outline of Council’s community engagement standards, principles and processes that ensure engagement is inclusive, considered and effective.

·         Draft Community Participation Plan for planning and development - includes information about how and when Council engages with the community on planning and development related issues.

These documents are on public display until 22 August 

2019.

Developing the International Centre of Training Excellence

We are developing the International Centre of Training Excellence (ICTE) as a world-leading multisport high performance, education, sports medicine and accelerated recovery facility.

The ICTE will be the centrepiece for the future of Blacktown International Sportspark and will cement Blacktown as the sporting capital of Western Sydney.

The $100 million ICTE is scheduled to open in 2021. It will serve visiting international teams, our elite athletes, local sportspeople and the wider community.

All will benefit from top quality support including cutting edge training, physio and sports science research facilities.

The ICTE will recognise, nurture and develop athletic talent. It will provide sports science and medicine, education and rehabilitation to both sportspeople and others in need of recovery treatment.

Blacktown City Council Media Release - Riverstone Has Another Say

                           Riverstone Has Another Say

Blacktown City Council is staging a second community forum in Riverstone on Thursday 1 June so the residents and ratepayers who missed out last week can have their say.

The second forum will be held at the 300-seat capacity Jack Lang Auditorium at Riverstone High School at 7pm.

“Council’s monthly Have Your Say forums are proving to be increasingly popular and the turnout at the first Riverstone forum exceeded all expectations,” the Mayor of Blacktown City, Stephen Bali said.

More than 150 people had to be turned away from the previous forum, held on Monday 8 May at the Riverstone Senior Citizen’s Centre when it reached its legal capacity.

Blacktown City Council General Manager Kerry Robinson said: “Thanks to everyone who attended the previous forum and for their understanding that we needed to make a decision for everyone’s safety.

“We look forward to seeing you at the forum on Thursday 1 June.”

The issue of suburb names in the area was strongly discussed, and as a result of the feedback the exhibition period for the suburb name changes has been extended by two months to 31 August, 2017.

“The second forum will be a repeat performance,” Mayor Bali said.

“At the previous Riverstone forum I promised to run the whole program again so people can have their voices heard.

“So we are coming back to make sure we hear you.

“Changes to peoples’ neighbourhoods’ have a big impact on their lives, and as a Council we do not have the power to change everything, but we want to hear your concerns and work with the community to help you through this transition,” Mayor Bali said.

At the second forum, residents will again hear about the proposal to name the 11 new suburbs in the North West Growth Centre, and have the opportunity to make a submission on the names.

Mayor Bali said: “This proposal would result in a total of 18 suburbs across the Growth Centre, representing a population of over 150,000 people.

“The new suburbs will be created alongside the existing suburbs of Colebee, Marsden Park, Schofields, Shanes Park, Riverstone, Rouse Hill and Vineyard, which are proposed to be retained.

This forum gives residents in Ward 1 a chance to engage with Mayor Stephen Bali, Ward Councillors Jess Diaz, Chris Quilkey and Dr Moninder Singh.

Council’s message to all residents is: “Be involved, be informed and be heard”.

Council is running two Have Your Say forums in June:  the repeat Riverstone forum and the scheduled Ward 5 form at Oakhurst Neighbourhood Centre, 51 Standish Avenue, Oakhurst on Wednesday, 14 June starting at 7pm.

Blacktown City Council 'Have You Say' - Prospect Community

Prospect Residents Have A Good Say  19th May 2017

Blacktown City Council’s latest Have Your Say forum – at Prospect – attracted more than 100 residents and ratepayers, who told Council they appreciated being able to talk directly about issues of concern.

Prospect resident of 50 years, Joseph Gauci, raised the issue of a lack of footpaths on his street and challenged Council about allocation of funding for road improvements.

“We came out of the forum with a different point of view about Council,” he said.

“Everybody enjoyed it and most of us felt our questions were answered to the best that they could.

“I mean you can’t help everyone, but the Councillors and staff came to listen to us.

“It was quiet impressive. We didn’t expect everyone to be so open with residents,” he said.

Many residents took up the opportunity to ask Council staff and Councillors about questions affecting their neighbourhoods, including concerns over an application to build a place of worship in the suburb.

Mayor of Blacktown City Stephen Bali said: “The forums show that people want an opportunity to voice their personal concerns about some very important issues to their local areas.

“Understandably we can’t answer everything at the forum, and some issues before Council have to follow due process, but the important thing is that people had a chance to be heard by us and we had the opportunity to listen.”

Prospect resident Mark Smith raised the issue about conditions of operation over a development near his property.

“It was good to be given the opportunity to speak, but we are waiting to see the action that comes out of it,” he said.

Council provided information on local business support, transformation plans for Blacktown’s CBD, Council’s Our Blacktown 2036 strategy, bush care groups in the local area, Council events, library programs, information from the police local area command and No Badgerys Creek Airport Inc.

“I am pleased to see an increasing number of people coming out at each of our forums to meet with us and discuss issues they want to raise,” Mayor Bali said.

“Our whole city is changing, and being informed about everything that is happening is important for our growing community.”

“I encourage people to attend their local forums as they are staged, so they can be informed and involved in what’s happening in their neighbourhoods,” Mayor Bali said.

Council’s next monthly community forum is at 7pm on Wednesday, 14 June at the Oakhurst Neighbourhood Centre, 51 Standish Avenue, Oakhurst.

The previous forum held on Monday, 8 May in Riverstone was a standing room only event and was the biggest forum to date – attracting some 300 people.

Council had to shut the doors when the hall reached capacity and Mayor Bali promised to stage a second forum in the Riverstone area.

This is will be held at 7pm on Monday, 1 June at the Riverstone High School, 71 McCulloch Street, Riverstone with exactly the same agenda as the previous forum.
